Having crystalised my thoughts through reading and posting in this thread, (and learning a few things on the way) here's my input, fwiw.
I'm from the UK, I have a 32GB Wii U. We prefer to use discs but have a few games downloaded from the eshop plus a full game (Wii Party U) which was downloaded as part of a MK8 promotion. We're now at the point where if we had wanted to download a digital copy of Smash Bros (15.6GB) there wouldn't be enough room.
If you prefer digital over disc generally, it wouldn't matter if you got the 8GB or the 32GB as you have the external drive anyway - and since you're just getting the kids into gaming, it's unlikely you'll be wanting to use all 4 USB ports to support 8 gamecube controllers for Smash. (Yet. ;) )
The 8GB comes with just the console, gamepad and stylus.
The 32GB comes with console, gampepad and stylus, plus a stand and charger cradle for the gamepad, a stand for the console (if you want it vertical) and a sensor bar, which is needed for games that work with wiimotes.
But again, if you're just introducing the kids to videogaming, then wiimotes, nunchuks and sensor bar are extras that can all be bought later on. You will need at least one extra controller anyway, and whether you decide to go for the wiimote and sensor bar or the Wii U Pro controller will depend on which games you're planning to buy.
Having said that, there are 8GB bundles (like the limited edition Wii Party U and Nintendo Land Basic) that do come with a wiimote and sensor bar.
It's really down to what games you want, what bundles suit you, and the cost of buying accessories seperately that would factor in whether or not the basic 8GB or premium 32GB is the best deal for you.
