Skyrim sold way to much on 360 for Sony to realistically snag it, and MS would have to pay more than they would be willing to hand over because sales on PS3 were also very high. Of course there would be PC gamer meltdowns and rioting on the streets if either company kept it off PC.
You have to look to the 2-3 million selling franchises on 360 for the sweet spot of a franchise with enough popularity to attract people to PS4 who otherwise might not have bought it, but not so popular that Sony would have to pay stupid amounts of money to exclusivise the game.
