They are different games. FH is an arcade, DC is more between arcade and Sim where driving skills are more required, and enfasis is put in the handling , driving a car to the limit, with far more realistic physics, handling. As graphics quality, IQ, details, Textures, effects, no comparison, DC is superior, hands down.
But as I said, FH2 is open world and runs on a weaker hardware, so it's normal, nothing surprising.
