Microsoft made a decision to focus where they we strong (US and UK) and not concern themselves where they were weak (JP being among the weakest).
To Microsoft ensuring relevance in US and UK are main priorities. That was threatened to start this generation so they pushed hard this year to not let it slip away. They ran big sales and pushed major titles with marketing efforts in 2014 (Titanfall and Sunset Overdrive come to mind).
If Microsoft can position itself as clear winner in those two markets, then it makes a push for EU, then ROW, then JP. After all, they would view potential of gaining a million consoles sales much less valuable than possibility of losing 30 million sales in NA and EU.
Cannot say I blame them or the Japanese gaming community showing such indifference to the X1. I wonder how long it will take it to get to 100K? 2016?
