Skyrim. There may be more games that have horses that run into anything, I think even previous Zelda games as well. But Skyrim and Zelda are the first to pop in my head.

For Skyrim it's implemented deliberately. Skyrim is the Elder Scrolls equivalent of Scandinavia and its inhabitants are tall libertarian social democrats and environmentalists that think they must let their horses run into anything they want.
