Like I said in another thread, I think that most of the emptiness is intentional for the demonstration. Devs do this, restructuring level layoutss and disabling enemies to control demonstrations. They wanted to focus on the world map and controls and travel here I think, so disabling most of the enemies (rather simple to do actually) makes that easier. Bethesda did this as well when they demoed Skyrim: several areas where enemies appear in the final game, they were disabled, and the dungeon they explored emptied out onto the tundra, which isn't where that dungeon empties out in the game. They did that to streamline the progression so that they could show what they wanted at the time. No reason to doubt that's being done here, imo.
