I mean, I could take it back to the prior gen as well. Tekken on PS1 averaged around 4M sales as well (Tekken 3 = game changer. Hence why it has higher sales), and Tekken sold in that area on PS2 and then PS3/360. Castlevania (as niche as it is), sold in the 1M+ area on PS1 and 2, then the same area on PS3/360. Tomb Raider was a 3-5M seller on PS1 and then ended up being the same on PS3/360 (PS2 Tomb Raiders are either really low, or VGC didn't track them).
I can only go with the data I'm given. But I will say that MSG3 got outsold by MGS4, even though MGS4 stayed exclusive. So that's even more of a testament to the argument I was making
