Not that I'm ruling that out, but you don't know if it was moneyhatted. XBone has 0 presence in Japan and sells poorly in Europe (outside of the UK), and those regions make up at or over 50% of Street Fighter's sales. Coupled with the fact that SF is already a PS skewed franchise (as of late), it could just be a matter of cutting their losses (just like how a game like Dynasty Warriors ended up PS4 exclusive, despite the game being able to sell a little in the west).
Something like this has many visible factors possibly at play (speculation, yes, but reasonable speculation). As opposed Tomb Raider, a game that always sells better on PS than Xbox, being pulled from PS and PC (where every iteration has landed) because of a "deal" MS made.
If Sony moneyhatted this game, like I said before, it'd be bullshit. But SF going exclusive isn't as random and out of the blue as TR going exclusive, timed or not.
