TO BREAK A TIE FOR THE WILD-CARD TEAM
If it is necessary to break ties to determine the two Wild-Card clubs from each conference, the following steps will be taken.
Two Clubs

There are three teams tied for the 2 wild card spots. Head to head only applies if possible in a two way tie, or if all teams in a three way tie have played each other. The Cowboys beat the Seahawks, but did not play the Lions. The Seahawks and Lions AFAIK have not and will not play. So the next step in that tie is conference record. Dallas loses out to both Seattle and Detroit in that regard.
Dallas is not in a good shape for the playoffs unless Philly slips up. They lost to the two NFCW teams that matter (I think Seattle will pass Arizona since Palmer got hurt) and they have a tough schedule left. The Bears could easily beat them if their offense is clicking, they already lost to the other two NFCE teams left on their schedule, and the Colts are a solid team.
