Of course not all PS1 games actually used voice acting, it was simply a more viable feature thanks to the extra memory available. The cheapness of manufacturing PS1 disks also made multi-disk games a viable option for games that needed even more than 650MB (again, FF7 is a good example of this).

FF7 took up 3 of those discs, just imagine if it had been on N64, the amount of cartridges it would have had to use
