Pokemon is definitely not declining, it has sold a pretty damn consistent amount for over a decade.

Ruby/Sapphire-16.22
Diamond/Pearl-17.63
Black/White-15.58
X/Y-13.29 (will pass 15)

Mainline Pokemon games have sold 15-18 million dating back to 2002.
