They have tried that early on with the Wii U, as well as during the N64 and GC eras... it rarely works out and publishers/developers are putting a lot less work into lower end console exclusives with the recent Assassin's Creed: Rogue being an exception.

No, they don't. Nintendo didn't pay for launch games. And didn't pay during N64/GCN eras. But they can do this now. I mean, not picking the first game that comes to mind, but just a few.
