All Nintendo really needs to do is release software on the Wii U. The biggest source of income is software sales, not hardware hence why console manufacturers are okay with selling a console at a loss.
As for the Wii U being outsold by the Xbox 1, this is irrelevant. I do believe as long as the Wii U brings in more than Nintendo paid out getting it to market, all else is irrelevant. It's the same reason a mom and pop restaurant can stay in business regardless of the fact that McDonald's and Starbucks sold more burgers and coffee respectively in the same time period.
Take all the aforementioned with a grain of salt though; I'm not business savvy and may be wrong.
