Oh, congrats Wright! The game was indeed Vice City Stories. Although the game was in a familiar setting, it still managed to mix things up with likable characters, a reasonably strong story and ample side missions in the property takeover; a feature I'd love to see return.
#33 is a game which Krezzy suggested I buy. And, well, he was right. Similar in ways to another title on my list, but completely different in others.
