Ubisoft is clearly to blame. I don't understand how they couldn't. I don't hate them. It's just what happened. They are the publisher and they share culpability just like Sega and Gearbox with Aliens. There track record across all platforms isn't very good right now.
By all accounts, the game is playable as is. If the only complaints are not having better textures or higher FPS than PS3 I guess it's not THAT bad. I might grab it on sale some day if I don't already have a 360/ps4 version from a bargain bin somewhere.
