3DS Virtual Console is far from a joke. Some people just aren't satisfied with the lack of SNES & GBA titles. But the NES and GB(C) library available is outstanding.
Wii U Virtual Console is off to a slow start, but I see it as a remastering and extension of the Wii VC. It's more important to expand the games available by adding GBA games along with Earthbound and the promised DS games than to focus on bringing all of the old Wii VC games around. Those can still be bought and played on Wii U.
Even if the selection is a bit lackluster so far, it's far from a failure. The lack of any VC at launch on Wii U could be considered a failure, but that's tied to the failure of the Wii U more than the Virtual Console service.
