Your premise is flawed as it relies on any one of these statements being true:
1. Everyone who would buy a PS4 already has a PC capable of gaming
2. Everyone who would buy a PS4 already has a PS3 or XBONE
3. Everyone who would buy a PS4 would rather buy a 5+ year old cheaper console than the shiny new one
Fact is people are willing to ride hype trains, buy the "best" product, and invest in new hardware. For those reasons, the system sells.
