Japanese not liking Xbone wouldn't be a problem for devs with an exclusivity deal. It's more likely just brand loyalty from the devs themselves

You don't think that it might be that devs are more interested in building/keeping a longterm fanbase instead of taking the short-term gain of an exclusivity deal to a platform where their game will most likely not do well?

Especially after what happened when a few Japanese developers accepted moneyhats from Microsoft in the early years of the 360 only to have their games bomb and them trying to recoup expenses by releasing improved versions of those games on the PS3.
