Most of the ports are actually outsourced so really there is little to no shifting of manpower for many of these ports. And otherwise as already said bringing an existing game over can actually help speed up development as you can ensure smoother development of new titles.

But even outsourcing studios are very often brought in to assist with production of massive titles, we've seen this with games like COD. The industry as a whole has a finite amount of manpower and resources. I'd just rather they focussed on actual new experiences.
