I'm guessing NOA's reasoning here is that they're not going to win with the teenager/adult crowd no matter what, so they are trying to double down on the kids/family demographic that they are losing to Apple.
That said as stated above, NOA's marketing honestly hasn't been good for ages now. It really wasn't even during the Super NES days. Occasionally they make a good commercial, but that's about it.
Japan may have better marketing, but looking at Wii U sales, it sure isn't translating to better sales in that region.
