Of course. Even PS3 or 360 could do 1080p with 60fps. But this limits your possibilities in making a game look way better than last-gen games. Look how many people said that Forza 5 looks almost like a lastgen title. It doesn't but it is 1080p60 and so devs got limited by the hardware. It could've looked even better in 1080p30.
