Whatever demos they gave people for inFamous (and I really have no idea how many there were), it was sufficient in showing everyone what the game was all about, and the previews I read at the time all pretty much line up with reviews after release in terms of reception, so my point to you stands.
The Order isn't going to release and suddenly be something entirely different than what they've made it look like so far (and publishers usually try to make things look as best they can), and what it looks like so far is pretty mediocre according to most.
