Thanks for posting that article. Unfortunately, although it explains that there were problems with Iraq's infrastructure under Saddam, it doesn't provide any evidence whatsoever that things are better now--or even in 2003, when the article was written--than they were before the invasion.
Since your claim IS that Iraq's infrastructure is better now than it was before the invasion, this article isn't really relevant. Have you found any articles--preferably studies by independent research organizations, rather than interviews of US military officers--that actually support your claim?
