From what I can tell, Group 1 of EAD Tokyo haven't made a major game since the first Galaxy, and seem to be working more of an app/support role now. I'd guess co-development on Majora's Mask 3D, or at least some kind of supervisory role.

EAD Tokyo Group 2 have been quite busy since Galaxy 2, working on a number of digital titles (including co-developing the NES Remix games) and obviously most recently developed Super Mario 3D World. This group was confirmed to have started work on an entirely new 3D Mario game earlier this year, though they hadn't decided if it was Wii U or 3DS bound at that point.

If this speculation is true, then we now have group 3 developing Captain Toad. It looks like Group 2 are the 'main' group in Tokyo. I can't imagine Captain Toad requiring a huge amount of manpower. Given Nintendo's flexible approach to their development teams, I'd imagine groups 1 and 3 will help out 2 with a new 3D Mario once their current projects are on the market.
