Nope it's not, 1080p requires 2.25X the pixels per frame compared to 720p, whereas 60FPS only requires 2X the frames within the same amount of time compared to 30FPS if a developer wants 60FPS over 30FPS it's much easier going 720p 60 compared to 1080p 30FPS.

1280X720 is 921,600 pixels per frame that's 27,648,000 pixels per second running a game at 30FPS, going for 2X that to hit 60FPS would mean rendering 55,296,000. 1920X1080 is 2,073,600 pixels per frame, running at 1080p 30FPS the hardware to render 62,208,000 pixels per second or 6,912,000 more pixels per second than trying to run the game at 720p 60FPS.

But when you increase the framerate, it's not only about the pixels, you have to calculate EVERYTHING in the game twice, but if you change the resolution, you increase only pixel count.
