It's a meme designed to show the person giving the numbers have no idea how wrong he is.

 

It surged when someone said X1 would outsell ps4 globally really soon after kinectless (this when ps4 was 3:1 to x1) and when called out he said he said he didn't meant globally as in everywhere but Just USA. Hence globally in USA. Which matches some American who think USA is the world.
