If budget is a problem they should just port the already released games to current gen/PC. That would bring in some cash for the budget and show them how much interest there really is for a new one.

Sort of like with Star Fox. We releasing the game will only make publishers think that there's no interest for because they will naturally be much smaller sales on that then the original. And to be honest, the demand for a Shenmue 3 is much smaller than those people think.
