Same question for PS4, where the gap was even bigger (2.1m+) and yet PS4 got adjusted...not up, but down!

Yes, 2m+ on shelves isn't unusual at this time of year for platforms that will be doing 500k - 1m per week over the holidays.

At the end of September though? The holidays are almost two months away at that point

yeah... but usually October is already a month with several high profile game releases that moves more HW than usual and retailers start preping for that before it happens. So, end of september and October is usually the time more HW is "on shelves" in preperation for individual game releases and Holydays.
