Basically, from the sounds of this, he's only changing things that were already easy/simple to understand for anyone who understood a Zelda game/Ocarina of Time. He's changing it so that it's also easy for new players.
So it's not going to really impact anything that was naturally, legitimately difficult. It's just going to make easy things for experienced Zelda fans easy for newer players as well.
TL;DR: He only wants to make easier things that were hard to understand if Majora's Mask was your first Zelda game, which made the game hard to approach for newcomers and made them feel like it was necessary to play OoT first to understand it. He probably won't anything else.
