It's kinda both. But from the perspective of this game  being in the LOTR universe that has had a pretty poor run of games over the last few years aside from leggo. So IMO the LOTR name didn't really contribute much to the initial success of the game. I credit it's unexpectedly good metascore for its sales success. Indeed when I saw the name "LOTR: Shadow of Mordor" and heard it was Warner Bros. I was expecting bad reviews and serious floppage. Even though some of the gameplay I'd seen early on made it look like the game had potential. Of course being a critically acclaimed game AND being in the LOTR universe means the LOTR name is going to help with sales somewhat.

Personally I don't call it new IP in the same way as any Nintendo game with "Mario" slapped on it isn't new IP. The association with the name means it's trading off that broad franchise. Splatoon is new IP (assuming they don't slap Mario and Sonic in there at the last minute and call it Mario and Sonic Paintball Wars), Super Mario 3D World is not.
