This is what I'm suspecting. The current PS4 numbers are too low in my opinion, especially in context of the total shipments announced by Sony's last quarterly report.

Nothing new.  This happens practically every week.

You'd expect the methodology to change after being shown numerous times that the numbers are wrong... I know, the numbers are meant as estimates, but for them to be actual estimates, they need to be in the ballpark. However, the total PS4 sales are far from it.

Very true.  I know they are trying to figure out how to better estimate Playstation sales in third world markets,  but I would also expect them to at least be trying out new (And more accurate) formulas at this point.
