People think it's low because:
a) It's the only console which has had any relevant major IP's released on it. And to be honest,it's had most of them. Aside from Final Fantasy (coming in December) it's had: Dragon Quest/Monster Hunter/Resident Evil/Kingdom Hearts/Animal Crossing/2D Mario/3D Mario/Mario Kart/Pokemon/Tomodachi/Smash. And even a couple of surprises like Puzzles & Dragons and Youkai Watch.
b) It's just had a remodel.
c) It's just had some massive titles release (Smash; MonHun)
d) This week, it had an LE console release.
Relatively to everything else in the chart, yes, it's good. Relatively to how it should be doing, though, it's "fine". And I think that's what's surprising people - it should be completely smashing things and it's not.
I doubt we'll ever see a console get this level of multiple strong IP's showing up on the console at once again. Which is a shame, and I assume why people have such high hopes pinned on 3DS - everything that could've gone right for it has gone right for it, and it's still not quite selling like it should.
