Well in the case of Black Flag where the current gen version was a prettied up version of the last gen version that was true. Unity however was designed to not be able to even run on last gen consoles. Sadly their big next gen features including a 10X increase in onscreen NPCs, seamless building interiors, lots more animations with better blending etc are all heavy on the CPU.
They should have just stuck to making prettier versions of the old games. That way they would have had better performance.
