There is a diference between using all the available power and using it efficiently. This is what happens when you brute force a game this ambitious in scope and scale, on hardware that lacks the brute force power (expecially in terms of the CPU). You end up with shitty performance. Don't worry as always devs will learn what corners to cut to produce well optimised games for the hardware as always.
