I think it's got something to do with a bunch of natural disasters all happening in a row and you're trying to stop a terrorist organization that's taking advantage of the ensuing chaos. But I'll be damned if there isn't some sort of plot twist involving the terrorists actually causing the natural disasters with some sort of fancy doomsday device.
