So if it works for playstation it will work for everyone remember in 10 years time everyone's internet will be at least 50mb, ping may still be a problem do. while it got shelved this year the minister there said they're going to try to bring it in again next year, a tax on usage in hungry's internet doesn't sound too awful but remember when a crazy sounding law or tax is going to be introduced in your country you'll often here politicians citing "well X is doing it" so if Hungary or any country manage to bring something like this in where it will penalize people who want better and faster tech/internet then the scale of speed increase you've seen on bandwidth will come to a screaching halt.
