"previous games of the series were not available for the console" this will forever remain a lame excuse. if it had any value, no game would have been released on playstation or xbox 360. and previous games of the series not only WERE AVAILABLE but started on nintendo systems.

Again, scalable is different from ported, porting an engine is expensive, AFTER is ported reusing it becomes cheap but the initial investment has to be done.

"previous games of the series were not available for the console" is a risk assestment, if the audience is not there creating it will mean more risk for the initial investment. Bringing FF XV to the Wii U is not impossible, but is risky and not the obvios choice. Instead they could just do a remake of FF Chrystal Chronicles with online play (exclusive, known to Nintendo gamers, plot and engine already available on similar architecture).
