It is actually a big work, if they use a standard engine that is already available for the console (unreal 3, anvil next, cryengine) the workload is lower but if they are not using those engines the task is very big, the architectures are very different and the processing power is very low if you compare them. Most likely FF15 will run at 720p on X1 and PS4, how low do you want to take the resolution for it to run on Wii U? 480p at 15 fps?, texture resolution would have to be downgraded, 3D models redesigned with less polygons and many other time consuming task.
Remember that Revelations 2 is scheduled for release as a digital game and later as a disc based format, the online crowd is more active on the X1, add that most likely you will require a hard drive to download the game and that the Wii U does not have one by default, and yes it makes more sense to bring it to the full install base of the X1, that a partial install base (only those with a hard drive) of the Wii U, there is just less risk.
