So from a investors or developers perspective it doesn't matter on which platform a game does not sell.
While PS4 and Xone being a much larger market when going multiplatform, it also means much more competition. So much competition that MOST games sell LESS than 1 million copies. It isn't that far stretched to think about developers being happy to sell 300.000 copies combined as there are many titles out there selling only a fraction of that.
Of course those titles almost have cost "not so much" to make. But they are competing with those big titles about the gamers attention and money.
So: IF there would be less AAA titles on PS4 and XOne the small titles sales would double given that gamers spent the same amount of money on each platform.
