If the framerate spends much of its time in the low 20s and even high teens, that impacts gameplay in a pretty serious way.

Oh, didn't know it was that bad. Atleast I can fully enjoy it at 60fps on PS4

The PS4 version doesn't run at 60fps, it runs at 30fps at 900p with some occasional dips and screen tearing.

It runs at 1080p30fps, my bad. Still, it runs at a locked 30fps so it feels smooth, and looks very clear at 1080p with all the additional detail and techniques compared to last-gen and Wii U versions.
