You can currently play as the palette changed yoshi/shy guys even though the others didn't pay for the DLC, it's an extra way to advertise the DLC ingame if someone else sees a character they like. I would guess the update should also add the character data, and the DLC only downloads the courses.

Ah that's right, same goes for vehicle parts with the Mercedes stuff!
