Its about picking your battles. All of last gen the PS3 was the by far more expensive console in EU and that didn't stop it outselling the 360 in every EU territory except the UK. With MS losing in NA, the one place they have a chance of at least competing with the PS4, it makes no sense fighting sony on 4 fronts when they can consolidate their efforts on the One (pun intended).
If MS can sell anywhere between 20M to 25M consoles in NA then they have redeemed their brand. So that way even if they lose this gen, they don't lose too much and can still make a profit. If they lose heavily in NA though, then its pretty much all over till the XB2.
