GameTrailers said it best:

"[Bayonetta] exudes confidence with a commanding authority. Sure, her clothes often disappear and there is the occasional close-up of her crotch or breasts, but it happens for a reason. Bayonetta is not only completely satisfied with who she is, she flaunts it in such an empowering way, using sexuality to humiliate her enemies and flipping the script on what we typically see. Every single moment, Bayonetta is in total control, never following the whims of anyone else or seeking approval."

I think there is an argument that a strong sexy character can be portrayed in an empowering way, but Bayonetta is very far away from being that character. The crotch and breast shots have no reason other than to pander to horny males. Platinum is far too immature to tackle the subject in an appopriate way, and Kamiya has never pretended the character is meant to be anything other than a male sex fantasy.

To repeat myself, Nathan Drake is a sexy and empowered male and at no point does the game have to zoom in on a comically enlarged penis to convey that point. It only occurs in Bayonetta because young immature boys and sex depraved men want to see polygon boobs.

As for Bayonetta being in total control, that implied rape scene really makes a bit of a mockery of that.
