To your first point what sex is usually perpetuating these crimes? With that answer it's not hard to wonder why a woman might feel harassed from something like "Hi beautiful" any time a man approaches you especially in a non-ideal enviroment your risk has just gone up.

To the second part there is nothing wrong with being sexually attracted to a woman. The problem only lies in the way you act on that attraction. Also sexualizing a person and being sexually attraced to a person are not the same thing.
