There are times when I wish the frame rate would just drop, though, like those high movement spellcards.

Try turning down the graphics to 16-bit and playing music as MIDI (Or turn off music completely) to reduce unwanted frame drops.

Touhou 7 and 8 have a "Slow Mode" option that intentionally slows the framerate when there's a lot of bullets. But you can't record hi-scores or replays when you use this option.
