I think it's more of a willing/investing fear than the difficulty to translate itself.

I'm sure that's true for some games/genres, not certainly not all. It could be a case of when they start with localization: western games start with it once the script/history is done while japanese start with it when the game is close to finish.

Otherwise, why would Final Fantasy take so long from Japan to the rest of the world?
