They'll make crazy profit off this just from the PS4 version.

Looking strictly at the budget of 20 million, you'd need about 670,000 sold.  Assuming 30 dollars per 60 dollar retail game goes to the publisher.

Which is still a really easy target.

Yeah, I have no idea why publishers let things get out of hand.  Like I was looking at the credits to Infamous: Festival of Blood and there were so many useless people, and that was for a 15 dollar DLC game...
