It's always been. Ever since Red and Blue came out in the West in 1998, the only years without a main series Pokémon title released in America were 2002, 2006 and 2008.

This is partly due to the localization delay. In the West, Pokemon has been "catching up" with Japan this whole time. So while we had only three years without a release, Japan has had five. Now that the games are released simultaneously, the Western release schedule should more closely resemble its Japanese counterpart.

The end result is that while it's not uncommon for Pokemon to have a main-series release for three years in a row, it's also not uncommon for it to take a 'break' for a year between releases, especially between generations. Basically, I expect Z next year, and a 'break' in 2016.
