Well... Go play them right now, dumbo in those games, scientists developed a way to see the Pokemon's dream. So, you could put a Pokemon to sleep and play in his dream (that would be in the Pokemon page on the internet, not the game). And in that sleep, you could encounter other Pokemon, like that Wooper; and take those Pokemon to the game. Those "dream Pokemon" had Special abilities or moves.
