Not at all. This question was posed under the assumption that almost all future 3DS releases will be compatible with all models. However, Nintendo has promised additional exclusive N3DS support beyond Xenoblade, which has upset some 3DS owners.

That being said, I'm sure it will have some exclusive software and I'm very concerned about the next Zelda game being one of these, following in the footsteps of what Majora's Mask and Skyward Sword (and the Oracle games, maybe?) did.

The GBA ambassador games are not 'Virtual Console' releases. They are essentially running through DS backwards compatibility mode, while running the DS's GBA backwards compatibility. I'm not so tech-savvy with this stuff but my understanding is that the 3DS is simulating DS hardware simulating GBA hardware, and is not emulating the software. It's a complicated workaround and it's very limited compared to the Virtual Console emulation on 3DS.
